Plumbing industry news and marketing in Manitoba

Manitoba is a Winnipeg-centred plumbing market with a heating season among the longest in southern Canada. Gas and oil-burner licensing runs through the Office of the Fire Commissioner, and the province was first to sign a federal affordability retrofit agreement.

Written by Ali Sedighi, MBALast updated:

Manitoba's plumbing market centres on Winnipeg, with Brandon and a ring of fast-growing southern towns behind it. The province's heating season is among the longest in southern Canada, so frozen lines, hard-working water heaters and spring flooding shape the year. Gas and oil-burner licensing runs through the Office of the Fire Commissioner, which matters for combined plumbing and heating companies.

The Manitoba plumbing market and its buyers

The short answer: one dominant city and several growing regional centres.

  • Winnipeg. Most of the province's plumbing demand and almost all of its search competition. Older neighbourhoods and newer suburbs need different messages.
  • Brandon. The main western centre, serving a wide rural area.
  • Steinbach and Winkler. Growing southern communities where new housing brings both construction and future service work.
  • Portage la Prairie and Thompson. Smaller markets; Thompson in particular depends on fast response over long distances.

Statistics Canada reported Manitoba building permits of $0.5 billion in August 2026, up 26.9% on the month. Our permits story shows how that compares nationally.

Climate and seasonality

Manitoba's winters are long and very cold. For plumbing companies, that means:

  • Winter emergencies: frozen pipes, frozen service lines, failed water heaters and boiler-related calls.
  • Spring: snow melt and high water bring sump pump, backwater valve and basement flooding work; for many companies this is the busiest stretch outside winter.
  • Summer and early fall: the window for planned work, including backwater valve installs before the next spring.

Natural gas heated 52% of Manitoba homes in 2023 and electricity 33%, according to Statistics Canada.

Regulators and bodies to know

We link and summarise only. Plumbing permits and inspections are also handled locally, so check with your municipality.

Programs relevant to plumbing, as of October 2026

  • Canada Greener Homes Affordability Program. Manitoba signed the first agreement, announced 2025-09-12, for no-cost retrofits for lower- and median-income households.
  • Efficiency Manitoba's Affordable Home Energy Program. The page was live when we checked, but we did not re-confirm eligibility details.
  • Manitoba applicants could no longer apply to the federal Oil to Heat Pump Affordability grant after 2026-07-31.

These programs centre on heating and insulation rather than plumbing. For combined plumbing and heating companies they are worth a dated mention, with links and a reminder to confirm eligibility.

What to publish first in Manitoba

Manitoba's two peaks suggest the first pages to write:

  1. Backwater valves and basement flooding, published in summer and promoted again before spring melt, with links to any municipal subsidy your city offers, checked and dated.
  2. Frozen pipes and service lines, ready before the first deep freeze.
  3. A Winnipeg neighbourhood guide for the areas you actually serve, noting the housing types you see most and the problems that come with them.

A fourth page for Brandon, Steinbach or Winkler makes sense only if you run trucks there regularly.

How we approach plumbing marketing in Manitoba

  1. Build for two peaks. Winter freeze and spring flood each get their own campaigns and pages, prepared in advance; see the ads service.
  2. Sell backwater valves in summer. A plain explainer page, published before the season, catches owners planning ahead. Our industry content service writes these with sources.
  3. Split Winnipeg sensibly. Area pages for the neighbourhoods and suburbs you really serve, not one page for the whole city.
  4. Win the regional centres with a complete profile and reviews.

Frequently asked questions

Who licenses gas work in Manitoba?

Under The Gas and Oil Burner Act, it is Manitoba's Office of the Fire Commissioner that grants permits and licenses the tradespeople. Plumbers who also install gas water heaters should check what licences their staff need with the OFC.

Is Winnipeg the only market worth marketing in?

It is the largest by far, but Brandon, Steinbach and Winkler are real markets with their own search behaviour. Smaller centres can be easier to win with a complete profile and steady reviews.

Are there energy programs a Manitoba plumber can mention?

Efficiency Manitoba runs residential programs, and Manitoba was the first province to deliver the federal Canada Greener Homes Affordability Program, from 2025-09-12. Link the programs and date your mention, since details change.
